"Boiler" means a device as defined in Chapter Kefid, the Rules for Hazardous Waste Management. (9) "Bulking Agent" means the non-reactive, solid material that is used to reduce the moisture content of waste via a physical process such that the waste no longer meets the definition of Liquid Waste as defined in these rules.
